About the author

Honorary Judge Arsentiev Vladimir Anatolyevich began his career in 1980 at the Department of Criminal Procedure and Criminalistics of the Faculty of Law of Irkutsk State University. After that, he worked as an investigator of the district department, then as an investigator of the investigative department of the Irkutsk region, investigating, among other things, criminal cases for which the death penalty is provided. He also investigated criminal cases of hijacking an airliner and counterfeiting. In total, Vladimir Arsentiev successfully investigated more than 180 criminal cases. At the age of 26, he was elected a people’s judge in the Irkutsk city. Later he was appointed a judge of the military court of the Irkutsk garrison of the Trans-Baikal Military District by Decree of the President of the Russian Federation Boris Yeltsin. Since 1998, by Decree of the same President of the Russian Federation, he worked as a judge of the Irkutsk Regional Court. Veteran of the Ministry of Internal Affairs of the USSR and the Armed Forces of the Russian Federation.

Dedicating life to justice, Judge Vladimir Arsentiev delivered 676 lawful sentences, which have become final, 55 acquittals for innocent people accused of banditry, murders, bribes and other grave and especially grave crimes. The court sentences, verified in accordance with the established procedure by the Supreme Court of the Russian Federation, and on espionage – by the President of the Russian Federation, were included in academic textbooks, comments on the criminal law and scientific dissertations.

Among the sentences of Judge Vladimir Arsentiev which have no analogues, there is a conviction against a foreign citizen who was engaged in espionage activities on the territory of Russia on the instructions of military intelligence of one of the world powers in order to collect and transmit military information that was a state secret capable use to be detriment of the external security of the Russian Federation.

In 2005 Vladimir Arsentiev became a judge of the First qualifying class.

After the honorable retirement the author received a church education (Diocesan theological and catechetical courses). Vladimir Arsentiev also graduated from Irkutsk State University with a degree in religious studies, after which he taught canon law at the Department of Philosophy and Theology of the Faculty of History for four years. He taught at the Sunday School for Adults in the Holy Trinity Church and served as a reader on the kliros. The author has written and published more than 10 books and textbooks, including in English, and also voiced 3 audiobooks.

Vladimir Arsentiev’s works on criminal justice and Orthodoxy were studied by Mikhail Fedotov, Adviser to the President of the Russian Federation on the Development of Civil Society and Human Rights, and then transferred to the library of the Presidential Administration of the Russian Federation.

Along with scientific reviewers in law, philosophy, history, psychology, cultural studies, theology, religious studies, philology, the author’s works are highly appreciated by the director of the Center for Independent Sociological Research (St. Petersburg) Viktor Mikhailovich Voronkov. His brilliant text was the preface of the book «Presumption of Innocence and judicial Discretion».

At the suggestion of Mr. Aaron Barak, former Chairman of the Supreme Court of the State of Israel, the «Presumption of Innocence…» has been translated into English.

Translations of Vladimir Arsentiev’s books «Presumption of Innocence…» and «Judgement in Candlelight» are presented in the Russian Section and U.S. Monographs Section of the Library of Congress.

The fund of the Main Storage of the Russian State Library contains books by Vladimir Arsentiev «Traditional Sources of Church Law», «Law and Conscience in the National experience of criminal Justice from the practice of a individual judge» and the trilogy «The Ark of Beklemishev. From personal judicial practice» in order to preserve the intellectual memory of the country for current and future generations.

In addition, Vladimir Arsentiev’s book «Traditional Sources of Church Law» has been recommended for publication by the Publishing Council of the Russian Orthodox Church IS P17-713-0504. His book «The Canonical activity of the Church in a concise presentation» has been approved for distribution by the Publishing Council of the ROC IS R18-809-0329. In his writings on canon law the author systematized the canons according to the Book of Rules, the text of which he translated from the Church Slavonic language and published in the modern civil spelling of the Russian language with the stamp of censorship of the ROC (MP).
